Captain Cold is considered a criminal mastermind, much like yourself as well. I believe the safest would be to simply not commit crimes in his city.

Also, Central City might be nicer and better lit than Gotham, but from what I understand that's at least partially because instead of elaborate plans or tying people to balloons or sending them to an insane asylum, Captain Cold just shoots people.

That sounds a lot faster but a lot less fun. Central City sounds kind of boring, honestly. I'm sure it's much more wholesome and easy but so boring. I like a challenge. I like people who tie people to balloons or an insane asylum that brings people back from the dead.

Gotham is total personal freedom. The freaks rule the city. It's my kind of place.
